Where is this quote from? Former Secretary of Education, under George Bush the first, Lauro Cavazos, said that there was a need to "restructure elementary and secondary education." He went on to say "By restructuring, I mean developing and implementing strategies that will improve the educational process." He further said that this is "curriculum reform that results in better education." This quote is in an article somewhere. Perhaps the NYTimes, but I'm not sure. Please give me the citation for this quote. He may also have said it in a speech. The citiation for the speech, rather than the article, would be just fine too. |

Hello Elizabeth, The quote comes from The New Republic, July 10, 1989 ,v201 n2 p7(2). The title of the article is "Lauro's Themes." Here's a larger excerpt: '... A recent "major address" of his, proudly circulated by Education Department flacks, is full of cloudy thinking and doubletalk. In it he, says, for example, that he can "quantitate the education deficit," and then makes five points, including, consecutively, these"28 percent of our students drop out of high school"; "the national high school graduation rate is only 71.5 percent." Hmmm. Cavazos's prescriptions sound like I believe we . . . must restructure elementary and secondary education in this nation. By restructuring, I mean developing and implementing strategies that will improve the educational process at the elementary and secondary school level." Good idea.
