I found the answer on the Warner Bros website, so you can be confident
that it is the real designer. Warner Bros does a Friends Fan Q & A and
someone asked "Hi, I was wondering if you knew the designer of
Monica's wedding dress. Thanks!"

It does not appear that there is an official website anymore (there
used to be one at http://www.houseofbianchi.com/), but searching for
"Bianchi" and "House of Bianchi" does return quite a few websites with
pictures of dresses.
Further investigation on your question showed that the designer
appears to have gone bankrupt:
"*******Creditors seize Bianchi assets
Ailing bridal gown maker House of Bianchi has apparently closed,
according to information received by BridalGown.com. The company is no
longer
answering their phones and has instructed key personnel to stay home."
In 2001, people who had ordered dresses from Bianchi were given this
advice: "In the email, Systran employee Annette Gibert told
BridalGown.com that
"it is my understanding that any outstanding (gown) orders will not be
shipped at this time. Bianchi customers should not count on receiving
dresses on time. Nor should any more orders to House of Bianchi be
made."
While it appears that they were able to secure a loan, it does seem
that they did go out of business eventually anyway.

You could still attempt to get the dress through various stores that
sell Bianchi wedding dresses, but these appear to be few and far
between. Also, extensive searching did not give the exact dress type
that Monica wore, but if you can manage to find a store with Bianchi
dresses, you might be able to find the matching dress, but the odds of
finding one are probably against you.
