I am looking for a content management system that works in a Windows
2000 server shared hosting environment. Perhaps a perl script or
something in ASP that will work in conjunction shared SQL server
space? Must be powerful, but easy to implement and not too costly.

Exactly what kind of CMS are you looking for?
Is it something like the popular PHP Nuke system [ http://phpnuke.org
] or a business type package?

Which features do you need?

Steve, 

Would you be willing to consider more than one application tied
together to achieve what you want? Banner management not in the same
application as CMS, for example. Also, how much learning are you
willing to do? Do you want some that you just type in, or are you
willing to adapt a little?

Will PHP be an acceptable? PHP and MySQL/PostgreSQL are capable of
running in Windows 2000 and have possibly the largest development base
of this sort of application.

Also, you are not a programmer, or HTML writer, but do you have one
available? Chances are that no matter what you find there will need to
be a little technical work done to get it going to start with.

I am not sure I will be able to provide exactly what you are looking
for, but at the very least I should be able to point you in the right
direction.
