just a question on 2 pieces of data below. One says we spend 15.3B/
year in the U.S. for federal, the other says we spend 29B. Is one
figure for ongoing work only and the other for all projetcs????
Great job - I have more questions on a another related area and will
post separately.

Federal funds for roadway projects underway averaged $15.3 billion per
year from 1997-2001.
A breakdown of costs is given at
http://wwwcf.fhwa.dot.gov/ohim/hs01/fedaidrd.htm

Federal highway administration budget for 2001 was $29 billion. 2002 –
 $28.79 billion, 2003 – $28.49 billion

<The 15.3 billion figure is for projects that have started. The
greater figure will be the total funds available for projects. For
example a project may have been approved so there will be funds
available but because it has not yet started it will not be included
in the figure for projects underway.>
