Good Day,
 
Yesterday at around 1pm after I paid the Throngs Neck Bridge toll and
proceeded north for another 3-4 miles where the middle lane was closed
and traffic was diverted via the left and the right lanes. I suddently
hit a pothole which damaged very visibly my front fender.
 
I would appreciate your guidance in getting reimbursement by the City
of N.Y.

If you sustained damage as a direct result of a pothole in New York
City, The NYC COMPTROLLER CITIZEN ACTION CENTER web site advises the
following course of action:

QUESTION: “My car hit a pothole. What agency do I notify to get the
street repaired?”

ANSWER: “The City Department of Transportation (DOT) is responsible
for correcting all roadway and street deficiencies, such as potholes.
To report such problems, contact Diane Poland, DOT Director of
Litigation Support, at the agency's headquarters, at 40 Worth Street,
9th Floor, New York, NY 10013, or call (212) or (718) CALL-DOT /
225-5368. To file a claim for damages to your vehicle, download the
Automobile Property Damage Claim Form and fact sheets.”

SPECIAL NOTE: Your claim must be filed within 90 days of the accident
in order to qualify for potential reimbursement. If the claim is not
settled out of court, you must begin legal action within 1 year and 90
days following the accident or the city cannot be held liable.

I'm not positive, but I believe you have to prove that the pothole had
already been reported to the city, and then they have an obligation to
fix it within a specified time window.
A great way to get a quick answer is to try calling 311, and they will
connect you with whomever you need to speak with.
