Dear raymond513,

After extensive research, I came to the conclusion that there is only
one United States Court that meets your specifications: The "Foreign
Intelligence Surveillance Court" (FISC), created in 1978 under the
Foreign Intelligence Surveillance Act. Its original task was, as the
name suggests, to deal with surveillance of persons suspected of
conducting espionge or similar work for a foreign power; meanwhile,
this has changed. The FISC is often referred to as "secret court" or
"secretive court". Also, the acronym FISC is sometimes misinterpreted
as "Federal Information Security Court" or "Federal Intelligence and
Security Court", neither of which is correct.

Originally consisting of seven federal judges appointed by Chief
Justice, their number has been raised to eleven after the 2001 US
Patriot Act. They meet in complete secrecy in Wahington DC to mainly
decide about the Attorney General's requests for surveillance of
persons who are suspected to be a danger for national security, but
over the years the competences of the FISC have grown. Originally, it
was limited to allow electronic eavesdropping and wiretapping. Since
1994, it can permit covert physical entries in connection with
"security" investigations. In 1998, it was amended to permit pen/trap
orders. The Patriot Act added further competences.

Not only the court's meetings are strictly secret and held without the
participation of other persons, but also all its records, cases, and
files. All information regarding its orders and any evidence obtained
under the order are permanently sealed and classified "top secret".
Therefore, persons can be charged with crimes in federal court and not
allowed to review the evidence against them, nor are their attorneys
permitted to see the warrants that authorized the search.

Court on these websites to learn more about this little-known but very
powerful court:

The court you have found is very popular, but incorrect. The court
I am requesting has been in existence since at lest the late 1960.
It handles the full case to conclusion. Unlike the court you have
located. I belive it is listed as a special apeals court. Used
only for highly sensitive subjects. Powers are final on cases.
Cases are not elidgeble for Suprem Court review. Staffed by a pannel
of judges that take turn being the judge/jury . Court also hears its
owne apeals (they just have a different judge in the pannel rule on
the apeal). I need to retrive my records, but cannot recal the
formal name. Was always refered to as security court when dealing
with federal agents.

Reason this answer was rejected by raymond513-ga:
Anser was wrong. While an effort was clearly made to search common
internet materials, the researcher failed to review any in depth
thechnical materials for the requested information. The court which
was located by the researcher is only a wiretap issuing athority.
The court I trying to locate handles the case, not just the issuance
of survailance orders. The information I requested is publicly
available, but not readily circulated. If all google has to offer is
common readily available resources, I will clearly need to seek a
qualified researcher. I found this search less than meaningful.
