While I was happy to see your question (I wrote bits of Agenda 21!), 
I'm not entirely sure what you're after.

 The overall process to create Agenda 21 was a consensus process. 
Many organizations/countries/people were opposed to *suggested
provisions* of Agenda 21, but if these turned out to be highly
controversial, they were dropped from the final document.

Can you be a little more specific about what you're looking for?  Do
you want a list of gropus that opposed the final version of Agenda 21,
even after it was passed at the Rio Conference?  Or are you looking
for something else?

THANKYOU!  DID ANY COUNTRIES NOT SIGN THE FINAL DOCUMENT AND WHAT DID
THEY OPPOSE IN AGENDA 21?DID GROUPS OR ORGANIZATIONS OPPOSE THE FINAL
DOCUMENT AND WHY?  WHAT MAJOR ISSUES WERE DROPPED DUE TO OPPOSITION,
BY WHOME AND WHY?
