is there a massachusetts law requiring landlords to exterminate pests
in tenants' apartments?

I have found the following Massachusetts regulations:

"Department of Public Health - 105 CMR 410.000 - Minimum Standards of
Fitness for Human Habitation"
Code of Massachusetts Regulations

105 CMR 410.550 (on page 13 of the PDF file) states that: "The owner
of a dwelling containing two or more dwelling units shall maintain it
and its premises free from all rodents, skunks, cockroaches and insect
infestation and shall be responsible for exterminating them."  It
states the same thing for a "rooming house".  The regulation also
indicates how extermination shall be accomplished.
