My first look was to the Washington conservation districts, as most
have annual plant sales with native species.  Walla Walla County has a
website (and as a follow-up you may wish to e-mail them) but has
little information on native species.

However, Snohomish County has an excellent website with information on
native species and they specifically list the paper birch:

Knowing that we're west of the Cascades and that weather is dryer and
colder in the winter in Walla Walla, you might wish to check other
conservation districts in the state.  This site includes Walla Walla
County contacts too:

In looking sites more related to birch tree varieties, it turns out
that his site includes a list of birch tree varieties and the types of
climate that they enjoy:

One final note: most of the annual plant sales by the Conservation
Districts are in February-March-April in Washington state.  The trees
are usually excellent bargains, though tree planting is best
accomplished in the fall - giving the trees the wetter seasons to
adjust to the new location.  We've asked the Snohomish CD on several
occasions to hold their plant sales in the fall - to no avail.
