How do I determine the purchase price for a public affairs firm?

I am purchasing a small public affairs firm in Atlanta Georgia and
want to know how experts recommend determining value.  For example, X
percent of revenues or Y times annual cash flow.  The annual revenue
of the firm is $1,000,000 and it is an S Corporation.  I am buying
51%.
