Are there any non-copyrighted drawings of interiors of airport control
towers and pilots in flight speaking on the radio?

Adorable --

There are some images that meet your criteria but the pilots are in
the Space Shuttle (not an aircraft).  Knowing that federal government
images and  content are not subject to copyright, I did a Google image
search (using the Advanced Search capability) -- you want:
pilot + radio -- and do the search in .gov domains only

I'd suggest the same thing for the control tower:
"control tower" -- in .gov domains
