Yes, the domain name www.highvoltageblond.com is available for making
into a web site.

To acquire it, you must register it through a domain name service such
as www.godaddy.com.  By entering your domain into the text box on the
top of the page, and pressing Go, the service will automatically
select your domain for you.  Then, you can press "Smart Registration,"
sign up, and go through the rest of the steps to obtain the domain. 
The cost is only about $9.00 per year.

After registering, you'll have to find a host, and can then use their
steps to connect the host to your domain and GoDaddy.
