The amount of money you need to spend in order to get a comp at any
casino is determined by a formula that takes into account the amount
of time you have been playing, your buy in, and the house advantage of
the game.  For example, you will accrue comps faster playing roulette,
which has a house advantage of 5.26% (for a double-zero table), than
playing blackjack which has a house advantage of 0.60% (for a six-deck
shoe).  Now keep in mind that when it comes to table games your comps
are based on what the casino EXPECTS you to lose, not what you
ACTUALLY lose, so it's time at table that counts.

Regarding cash back and rebate programs you can try calling the
Atlantic City casinos directly, but you will find that they are less
than forthcoming about comp and cash back information.  In my several
years of casino gaming I have heard nothing about cash back on table
games, instead it seems restricted to video poker and slot machines. 
Cash back percentages seem to range from as low as 0.1% to 0.57% on
video poker machines (though the average seems to be about 0.25%) to
as high as 2.5% on some tighter slot machines.  It is, however,
difficult to determine the cash back percentage, as well as the payout
percentage, for slot machines.  Some casinos offer promotions such as
double or triple points days which can significantly increase your
cash back percentage.  I would contact the casino promotions office of
the casinos you plan on visiting to get more information.

One important thing to keep in mind is that you must sign up for a
play tracking card, usually called a comp or VIP card, in order to
take advantage of the cash back offers and casino comps.  Also,
casinos tend to reward loyalty as well so you might want to consider
keeping your play limited to one, maybe two casinos.
