In as much as the question relates to "what happened to the action
reaction principle" rather than a specific tool and there is more than
one brand of that and similar tools made, the comment dealing with the
length of the lever arm is not part of the original question and
various makes of the tool may well have differences in that length.
It is non-related information in the way the question is worded.
So I dealt with the question in the form of energy. The force of the
reaction when the customer uses an electric drill is his direct
experience of the energy used in creating the force because both
action and reaction are contained in a closed system, namely the
drill. Since the total amount of energy in action and reaction is
always conserved and never changes, the energy has to come from
somewhere and go somewhere to creat force. When energy is created in a
remote location, in this case the compressor, the amount of energy
used as reaction by the compressor cannot also be used by the air
tool. The electric drill is a "closed system." The use of an air
tool in conjunction with a compressor 'is not' as used in conjunction
with that answer. Perhaps I didn't make that clear enough, though it
was part of the explanation.
The trick is to define a closed system. A process which in itself
could take books to define and counter define if anybody wanted to
carry it that far.
Anything I have read about the principles of pneumatic conveying has
put it in those terms (evergy conservation and transference)
