What are the best products available for automating the creation of a
self-extracting ENCRYPTED file in the unix environment?  The encrypted
file needs to be PC compatible so that when I email it, anyone who
knows the password can open it easily.

GPG and PGP are both cross-platform, offer reasonable privacy, and are
fairly simple to use.  However, without knowing the scope of your
request, I don't feel comfortable posting this as the answer.
