in the USA but they only sell to cosmetologists.

No. I am not a cosmetologist. I have a barber who probably can order
but I was really trying to get around that procedure. If I have to use
him(or his hairdressor wife) to make the purchase I suppose I could do
so.

I searched pretty thoroughly and I couldn't find anyone who sold those
particular products in the US to consumers, even in the used market. 
The cosmetologists I know appear to confirm that this is pretty normal
procedure for products of this nature.  They appear to be marketed
very strictly and sold only to licensed cosmetologists.  The US
distributor is the Wella Corporation, www.wellausa.com.  Tondeo and
Wella both confirmed via phone that they were only sold in the USA to
cosmetologists, and this seemed to apply to their international groups
as well.  Wella's phone number is 1-800-456-9322, and choose Option #3
(Wella) for access to a representative.  There is a section of their
website for cosmetologists that requests a license number, so your
friends might be able to use this to order them online.
