Are you positive it's PC Magazine who ran this story? I seem to recall
seeing it in a different magazine...

yes, once a year they do a story where users rate various pc makers
such as dell, compaq, etc

Every year, PC Magazine conducts a survey among 6,000+ subscribers
about their experiences with their desktops, laptops, printers,
software, ISPs, and servers. Based on the findings, the Service and
Reliability  Awards are given under each category.

The PC Magazine 15th Annual Reader Survey: Service & Reliability was
published in the issue dated July 11, 2002. It is available online at
the following link:

You can follow the table of contents to get more details on desktops,
notebooks, etc.

Search Strategy:
First I went to the magazine web site ( http://www.pcmag.com ) and
tried to search there with disappointing results :( Then, I visited
the "About" section and got the link for the "Editorial Awards"
section. The awards section mentioned the Service and Reliability
Award but did not give any links to follow :( Then, I decided to fall
back on my favourite Google. The search results contained a link to
Dell press release. I followed the link

and found that the awards were published in the August 2002 issue of
PC Magazine. The process then became easy. I browsed through the
archives section ( http://www.pcmag.com/previous_issues/ ) and found
the relevant link :)
