I am looking for statistics during the last 20 years that compares how
many children died in auto accident before car seat legislation to how
many since legistlation took place.  Also, if statistics are available
for seat belts usage with adults/older children.  Looking to compare
the before and after aspects of seat belt/car seat safety.

There is a great deal of research and data on the effectiveness of
seat belts, but I'm not sure if it directly meets your needs or not.
