"how to stop a computer user from being able to delete the outlook
send item file ,once he has send a message and or have a copy of such
deliberatly deleted message retained, even if one deletes the send
item.

Hello haruzli,

Thank you for your question.

As far as I can tell, there is no way from preventing the deletion of
sent mail. I can show you how to create a rule that will automatically
copy outgoing mail to another user to maintain a copy, but there is
nothing to prevent the user from deleting that rule as well.

If, you would like instructions for a rule that will make a blind copy
of any outgoing message, just let me know and I will be happy to post
that information as an answer. But, as I say, any of these settings
can be changed by the user of the account to the best of my knowledge.

Thank you for the quick reaspons.Does the outlook keep somwhere the
deleted send? maybe a blind copy idea is usable if it can be hiden.

Hi,
Outlook express does not treat sent mails in any special way. Sent
mails are stored in a file called "Sent Items.dbx" located in the
folder "C:\Documents and Settings\<user name>\Local
Settings\Application Data\Identities\{<GUID>}\Microsoft\Outlook
Express" folder.

If the sent mail is deleted, it keeps in "Deleted Items.dbx" file as
any other deleted message. If user does shift+delete or empties the
deleted items folder, then messages would be deleted permanently.
