Hi jrhw007-ga,
Thank you for a most interesting question. My answer will not include
any of the effects of putting on eyeshadow, eyeliner or mascara but
specifically using an eyelash curler.
To sum it up the answer is yes and no.
(From my own personal experience I have been curling my lashes for
over 45 years with no problems ever.)
Some do's and don'ts:
NEVER put on mascara before using eyelash curlers, your eyelashes
could stick to the curlers, when you remove the eyelash curlers it
also pulls out your eyelashes! Ouch!
Even though its tempting, dont swap make-up with your friends as
what might be normal for them could give you an eye infection or cold
sore.
Wash your hands beforehand and make sure applicators, eye liner
brushes and eyelash curlers are clean. Wipe containers to remove dust
and dirt.
Stop using any cosmetic or grooming aid if it causes inflammation,
irritation or discoloration. See your eye doctor if necessary.

In the past few years a new heated eyelash curler has hit the market.
I like them because they seem to hold the curl longer, and it does
help to heat the curler prior to applying masacara.
Are Eyelash Curlers Harmful?
Luscious Lashes ... Falling Out
Dateline: 06/28/99
http://beauty.about.com/library/weekly/aa062899.htm
"Everyone has used them, myself included but its best not to get into
this habit. The eyelash curler bends them into a severe angle that is
not natural, not to mention the possibility of breaking or pulling
them out. If you are going to use them, be sure that lashes are clear
of any mascara. Use the best lash curler that you can find offering a
thick sponge tip. Squeeze gently, hold for a few seconds and then
release the pressure slowly. Gently remove from the eye area."

"Q: What are eyelash curlers? How are they used?
A:
Eyelash curlers are mechanical devices that bend the eyelashes,
causing your eyes to appear larger and lashes longer. Use an eyelash
curler before you apply mascara. There are several different eyelash
curlers on the market. One of the best is the Tweezerman Super Curl
Eyelash Curler with a no-stick rubber pad you can warm with a blow
dryer for a longer lasting curl. To use, press lashes gently with the
curler. For a natural look, repeat three times, each time moving away
from the lash line.
Q: Since I have started curling my eyelashes my eyelids have become
red and swollen. Could my eyelash curler be a problem?
A:
You could be allergic to the nickel plating on your eyelash curler,
or to the chemical MBT used to preserve the rubber coating on the
curler ends. Consult a dermatologist to confirm the source of the
problem."

Do eye lashes grow?
http://gaga.essortment.com/eyelashesgrow_oom.htm
"Losing an eye lash here and there happens to all of us. It is
perfectly normal to lose one or two eyelashes. A new eye lash will
grow back in the hair follicle and replace the old one. As a person
ages their eyelashes tend to thin out, this is normal process. But,
some people lose eye lashes in clumps and they do not grow back..."
[edit]
"Something that all of us can do to protect our eye lashes is to treat
them with care. A lifetime of using an eyelash curler or pulling and
playing with them can cause them to fall out. Continual trauma to hair
follicles can do permanent damage. Only curl your lashes on special
occasions or use one of the new curling wand mascaras to protect your
eye lashes."

"i've had my cheapo body shop eyelash curlers since 1994.
i'd say i changed the little white rubber thing, oh, three times in
that
whole time.
today, i though i'd opened the curlers, and pulled them away from my
eye, but they were STUCK closed with all the gunk and mascara and
glitter from years of use.
as a result, i am now *missing* about 1cm worth of lashes from the
inner corner
of my right eye. they're stuck to the curlers in a neat little row."

"My advice would be to change the little white
pads in the eyelash curlers every time you start a new tube of
mascara. Mostly because they are being used so close to your eye.
