The answer is “NO”.

"Proxy marriages" (where one or both parties are not physically
present, or when a designee stands in for absent person(s) and speaks
on his/her behalf with their legal authority) are not permitted or
recognized as valid matrimonial unions in the state of Kentucky.

Are Proxy Marriages recongnized in New Mexico? In Montana, Texas, and
Colorado, do you have to be a resident of the state to be married
there?

I misspoke on my clarification. Please note that:

New Mexico does NOT recognize or permit proxy marriages in that state.

You "DO NOT" have to be a resident of either Texas, Colorado or
Montana in order to be married in those states.
