Hi travis_apple,
Not to worry, I think you are ok. To apply for a driver's license,
you must show two proofs of identity, proof of Virginia residency and
proof of your social security number. Here is a link to the required
documents for obtaining a driver's license in Virginia:

If you have your Social Security card, proof of Virginia residency and
your birth certificate, you'll only need to come up with one more
thing. How about this:
"Certified copy of school records/transcript issued by a U.S. state,
jurisdiction or territory or by a state-accredited private school"
If you haven't a certified copy of your school records, they are
usually easily obtained by getting in touch with your school.
Proof of residency:

Since you haven't a valid driver's license from another state, you'll
need to apply for a license from scratch.
