I have visited the TERI website at:

and I also called their 1-800 number (1-800-255-TERI) and spoke with a
Customer Service Representative.
I was assured on the phone that the fact that you are pursuing your
*second* undergraduate degree has no bearing on your eligibility nor
the amount you can borrow.
The amount you can borrow is "from $1,000 to the full cost of
education less any financial aid received."

I also asked them since there were "caps" on the amounts for Graduate
and Health Professional loans, whether there were any similar limits
to Undergraduate loans. I was assured there are not. You can borrow
whatever amount the schooling costs (that is, whatever the
TERI-approved school will certify as your cost) plus additional funds
for books, living expenses, etc.
