I've found a somewhat similar remark written by a humorist who was a
contemporary of Finley Peter Dunne (the creator of "Mr. Dooley").

Rather than mentioning widows and orphans, this quote extends God's
protection to fools, drunks, and the United States of America. Is
there any chance that this is the quote you're thinking of?
