Can anyone find me a full copy (not press reports) of the report
"Combined Analysis of Potential Foreign Strike Zones"? It was
published on US State
Department letterhead dated September 2002, though it may not have
been
authored by State Dept. - maybe private consultants and could have
been distributed in draft form.

Dear Peter, 

From the information I gathered, this was an intelligence report,
which was not released to the public. I doubt it if you could locate,
legally, a copy of this report, due to the probability of sensitive
intelligence information in its content.

Good points you make. However, it was a low classification document
circulated to numerous countries and agencies, and copies have been in
the hands of some journalists. I would have thought that experts in
the field and academics may have obtained a copy by now too.
