On Windows XP, I am getting a message that an application already has
the serial port open.

How can I find out which application/proccess has a serial port open
so I can terminate it?

I am looking for a command or tool that will actually tell me, not
suggestions as to what the offending application might be (I've
already checked all the obvious ones).
