I am certain that the film you're remembering is "Ring of Bright
Water."
Here's a brief summary of the plot:
"There have been some great otter movies in the past, but none come
close to the classic 'Ring of Bright Water'... The movie tells the
heart-warming (and desperately believable) tale of a London high-flyer
who buys an otter and moves to Scotland. There he encounters various
Welsh, Irish and Home Counties types, all of them pretending, badly,
to be Scottish. The Otter, meanwhile, has a great time - frolicking
and gambolling and swimming and eating. Our (human) hero meanwhile,
has met the alluring Virginia McKenna, with her exotic white lips and
tenuous grip on a Scottish accent. She plays a doctor who rescues
swans and goes for walks. His otter terrorises her dog, while the
humans flirt with each other. Adapting brilliantly to life in a remote
Scottish village, the London high-flyer kills a shark by throwing a
stick at it. A waste of time, it turns out, as his pet otter doesn't
like shark meat. Fussy eaters, these otters. Finally, he must return
to London to sort out some business, so he leaves the Otter in the
capable hands of the good doctor. Whereupon some toothless weird beard
brains it with a spade. But the ring of bright water is a symbol of
life itself, and the otter has produced offspring which turn up just
in time to raise our spirits before mother calls us in for tea."

(Travers and McKenna also starred in the delightful lion movie "Born
Free.")
"Ring of Bright Water" was directed by Jack Couffer, who shared
writing credits with Gavin Maxwell and Bill Travers. The film was
based upon a wonderful book by Gavin Maxwell. If you enjoyed the film,
