Hello dogchow,
Unfortuanately, it seems to me that your copy of Growit Gold might be
defective. You should be able to get a free replacement copy from the
company you ordered it from.
"Warranty: GrowIt Gold Works CD's are guaranteed for a period of 3
months. Replacement copies will be supplied if discs are found to be
damaged or faulty within that time. Being copyable media, GrowIt is
not offered as trial ware and is not returnable for this reason.
Please free free to ask for any details before purchasing."

Take a look at the cd to see if there are any visible scratches on it.
If you see any visible dirt or scratches, you should run the cd-rom
under water and use a bunch of soft tissues to wipe off the dirt, and
then retry it when it is dry. If you notice that there are a lot of
scratches on the CD-ROM, or that there is one threatening scratch,
this could confirm that the problem is the CD that the software came
on.
Are you having any problems reading other cd's? Are you able to
install this cd on another computer? (note that even if you are, the
cd could be damaged enough so that your pc can not read it, but most
likely it would not work on both computers).
Some other ideas:
How did you reinstall Windows? Did you format your hard drive to
reinsall, or did you just install over the previous OS?
Have you downloaded all Application Compatibility updates from
http://windowsupdate.microsoft.com ?
Try running the installation program using Application Compatibilty
with an other operating system. Right Click the Setup or Install
program, and click on Properties. Click on the Compatibility Tab and
then click on "Run this program in compantibility mode for:" and
select Windows 98. Click on Apply and then Click OK and try running
the installation again.
I look forward to your response,
