The following jusrisdictions (24 states, plus Washington, D.C. and the
U.S. Virgin Islands) currently participate in the Powerball lottery:
Arizona, Colorado, Connecticut, Washington, D.C.. Delaware, Indiana,
Idaho, Iowa, Kansas, Kentucky, Louisiana, Minnesota, Missouri,
Montana, Nebraska, New Hampshire, New Mexico, Oregon, Pennsylvania,
Rhode Island, South Carolina, South Dakota, U.S. Virgin Islands,
Vermont, Wisconsin and West Virginia.
The sources for this information are a very recent Multi-State Lottery
Association press release which gives the total number of participants
and a list of those participants that was recently published by the
New Mexico lottery association. Here are links to those two sources:

Search Strategy:
This search was complicated by the fact that the website of the
Multi-State Lottery Association is extremely difficult to access today
because of high traffic, presumably in anticipation of the July 9
drawing. So I had to get the information a little more indirectly.
My first Google searches gave differing results on the total number of
participants because new states have been signing on with the
Powerball program regularly. I got definitive information after I was
able to access the press release section of the Multi-State Lottery
Association's site and found the July 6 release referring to the
current total of participants, but without a list. Since most of the
rest of that site was unavailable, I conducted the following focused
Google search, whose first "hit" was the New Mexico lottery site that
contains the current list of participants:
powerball played "24 states"

I am confident that this is the information you are seeking. If
anything is unclear, please ask for clarification before rating this
