When you say you are trying to 'register' your website, do you mean
submitting your your Website with search engines?

If that is what you mean, you can add your site to Google using its
Add URL tool here:
  - ://www.google.com/addurl.html

In addition, Google suggests submitting your site to Yahoo! by
visiting
  - http://docs.yahoo.com/info/suggest/

And Netscape's Open Directory Project (DMOZ) by visiting
  - www.dmoz.org

There are other search engines you will want to list your site with as
well, if this is what you are referring to.

If not, please let us know what or whom you wish to register.
