I am looking for a reputable company to purchase an email list.  The
company should provide double opt-in and certification (or some other
proof) that the list will not be branded as SPAM by the receipents.  I
understand that a percentage will complain and some will be
undeliverable.  What should I expect - 10%.  Should list broker make
good on these?

My company is NOT an MLM business or consumer based service (B2C)
business.  Our services are business to business (B2B) only.  I am
interested in the following lists:

1. Business owners (min years in business, sales, employees).
2. Certified Public Accountants, Accountants and Tax Preparers.
3. Bank managers.
4. Franchise owners / Franchisors.
5. QuickBooks users.
6. Venture Capitalists.

What price range could I expect to pay for multiple use?

I doubt that there are any lists such as you describe for "sale".  
There are companies that have industry specific news letters that will
sell an advertising spot in the newsletters.  Would some of these
interest you?
