Before I begin my answer, I want to make sure that you know that
Google Answer Researchers, such as me, are not Google employees. What
I write here is my own researched opinion and not an official Google
position.

That means that the site is in the Google Index, and if you won't
violate their Terms of Service, it will continue to be there (if you
want to know more about the Terms of Service and about Google's tips
for Webmasters in general, visit ://www.google.com/webmasters/).
However, a search, for example, for the terms <"St Louis" "House
Value"> (://www.google.com/search?hl=en&lr=&ie=UTF-8&oe=UTF-8&q=%22St+Louis%22+%22House+Value%22+)
does not bring you up within the first, vital, results. This could be
of several reasons:
- Your site is not linked to enough sites; and is not linked to
important sites at that;
- Your site has too few or no keywords and meta-tags, that would help
find it.
In order to improve your ranking (although appearing among the first
results is not guaranteed and very difficult indeed), you could try to
link yourself to more sites (for example, sites about St. Lewis, about
Real Estate in the area, about real-estate in general), either by
contacting the sites' webmasters and asking them to link to your site
(in other words: doing good PR to your site), or/and by entering some
rich content, some article that people would like to read (and to link
to), like an analysis of the market, recommendations and tips on
housing, etc. Besides, you may want to improve your meta-tags and
keywords.
Regarding your plan to advertise in Google, I think it is a good idea.
It is important to note, that advertising in the "ad words" scheme
(where your link appears on the right-hand side of the results or
above them, like the pink links in this case:
://www.google.com/search?hl=en&lr=&ie=UTF-8&oe=UTF-8&q=%22St+Louis%22+House+Value),
has nothing to do with appearing within the first results or with
improving your ranking. However, it gives a site like yours the chance
to break-in, to get noticed (and maybe also linked), despite the fact
that it is not in the first results.
