Hi Trickydicky,
Thank you for letting me provide you with alternative answer.
Another possibility that does not relate to xenophobia, lesser Greeks,
employment or unemployment, is that 38% of Greek adults are regular
smokers, according to according to statistics from the World Health
Organization.
"According to statistics from the World Health Organization, only 25%
of Italian adults smoke regularly. Instead, 27% of French, 35% of
German and 38% of Greek adults are regular smokers."

"According to statistics compiled by the World Health Organization,
only 25 percent of Italian adults smoke regularly.
Those same statistics, from the years 1999 to 2001, show that 27
percent of French adults, 34.5 percent of German adults and 37.6
percent of Greek adults are regular smokers."

I also came across a another survey (conducted in 1998/1999) which
aimed to research the reading practices of Greek citizens. The survey
found that the percentage of those that have read at least one book
during the last year was 37.8%.
