I have an OpenVMS Server (4000-100) where Oracle Vers 7.1.3 will not
start up correctly. The original servers disks has been image copied
from an old vms server to this 4000.
When a user logs in to use Oracle the message is
ORA-01034: Oracle not available
ORA-07625: smsget: $MGBLSC failure
%SYSTEM-W-NOSUCHSEC, no such (global) section

I assume you've already seen this, but searching on the web for the
error reveals a short excerpt from the oracle 7 docs with this error
message as an example of how oracle creates a stack of messages that
bubble up.  It says, "For example, in this case, Oracle may not be
available simply because it has not been started, and consequently
there is no system global area (SGA)."
