I have files from a Lotus Notes User, burned onto a CD. I work in an
Outlook Environment. I would like to know what I need (programs) to be
able to view the lotus notes files including e-mails & attachments in
my own Windows Environment.
Do I need to buy the lotus notes software, or is there another
intermediary process that can take place so I can view the content of
those files.

If you are using the Microsoft Exchange server under Outlook, you can
use the Microsoft Importer for Lotus Notes Mail. See this MS page:
http://www.microsoft.com/exchange/downloads/2000/NotesImporter.asp

I am not aware of any utilities that will convert Notes to a standard
outlook .PST file.
