I frequently need very detailed weather data (e.g. rainfall, winds,
temperatures, etc) for very specific locations (e.g. @ the
intersection of Smith and Main Street) and times (e.g. @ 2:15PM,
3/3/03).  Is there a web site with this information?

Hi there,

As far as I know, weather data can only be had for sites where there
is an actual weather station.  This generally means you can't get
precise data for, say, a given intersection in a town, unless there is
a station right at that spot.

If you can tell us what area you're intersted in (city, county, state)
perhaps one of the researchers here can get information for you on
what weather stations are in the area, and how you can get information
from them.

I'm a civil engineer in Hawaii, and frequently write studies
concerning flooding.  The data is used as the basis for the
hydrological analysis of a specific site.
 
I'm familiar with NCDC....difficult site....obtuse...and when I
finally find the data sources, there's a charge to release the data. 
Maybe it's just me, but I find it very tedious to track down the data
I need from this site.  My current data collection method is to find
the weather stations recorded near my study area, buy ten or twenty
data sets from NCDC and interpolate these results.  I'm hoping to find
a simpler, and not necessary cheaper, proceedure.

To access the weather stations aluded to in the clarification, one
site I know of is the "National Climactic Data Center".  You simply
search by location and frequently there are several weather gathering
stations in a particular area.  This information is very detailed.

Finding block-by-block data will be difficult, particularly if you're
seeking high-quality data like that collected by the NCDC. 
Researchers often get weather questions and what one finds varies
highly by location.  For a question on the Olympic Mountain rain
shadows I found a couple of unusual data sets for the state of
Washington and Canada:
