Hello Lexi,

According to dictionary.reference.com, the word “comptroller is a
variant of “controller”.
http://dictionary.reference.com/search?q=comptroller

It goes on to provide the following definition of controller:

“also comp·trol·ler (kmptrlr, kmp-tr-, kn-tr-) An officer who audits
accounts and supervises the financial affairs of a corporation or of a
governmental body.”

Therefore, a State Comptroller is an officer who audits accounts and
supervises the financial affairs of the State.

For example, the State of New York provides the following list of
responsibilities of the State Comptroller:

New York State Office of the State Comptroller
http://www.osc.state.ny.us/about/response.htm
“What are the Comptroller's Responsibilities?

The State Comptroller is New York State's chief fiscal officer. As
head of the Office of the State Comptroller (OSC), Alan G. Hevesi is
charged with auditing government operations and operating the
Statewide Retirement Systems. His responsibilities include:

Managing the State's assets and issuing General Obligation debt;

Conducting management and financial audits of State agencies and
public benefit corporations;

Issuing reports on State finances;

Overseeing the fiscal affairs of local governments, including New York
City;

Reviewing State contracts, payrolls and payments before they are
issued;
Maintaining the State's accounting system and issuing monthly cash
financial statements;

Overseeing the Justice Court and Abandoned Property Programs;

and Operating the retirement systems for State and local retirees,
valued at $112 billion as of March 2002. These systems provide
services to over 260,000 retirees and their beneficiaries, over
600,000 members, and 2,700 employers who comprise one of the world's
largest public pension fund.”

In another example, the State of California no longer uses the term
“Comptroller”.

California State Library, California Constitutional Revision
Commission
http://www.library.ca.gov/CCRC/reports/html/hs_executive_branch.html
“An 1862 legislative amendment changed the word "Comptroller" to
"Controller," and provided for the election of all the named officers
at the same time, place, and manner as the Governor and Lieutenant
Governor.”

The State of California provides the following description of the
State Controller:

Responsibilities of the Controller's Office
http://www.sco.ca.gov/eo/coinfo/resp.shtml
“The primary function of the State Controller is to provide sound
fiscal control over both receipts and disbursements of public funds;
to report periodically on the financial operations and condition of
both state and local government; to make certain that money due the
state is collected through fair, equitable and effective tax
administration; to provide fiscal guidance to local governments; to
serve as a member of numerous policy-making State boards and
commissions; and to administer the Unclaimed Property and Property Tax
Postponement Programs.”
