New York State has a Pre-K program called "Universal Pre-K" (although
it doesn't really serve children universally).  The majority of
children who take part in the state-funded Universal Pre-K program are
in New York City and I need statistics for New York City, not state. 
There are about
110,000-120,000 four year olds in New York City.  In the 2002-2003
school year, New York City's Universal Pre-K program served between
42,000 and 44,000 of the four year old population.  Economically
disadvantaged children have priority in the Pre-K program.  I need to
know what percentage of the four year olds in the NYC Universal Pre-K
program in 2002-2003 school year were considered "economically
disadvantaged" as defined by the New York City Universal Pre-K
program? (Defining Economically

reliable source and also state how the New York City Univeral Pre-K
