Could you locate a site that describes the history of the look and
feel of the U.S. passport? Specifically, the U.S. passport has almost
always been blue, but in the early 1990s, it was green. Shortly
thereafter, they resorted back to blue. Any history on this would be
greatly appreciated.

Hello.

Since 1976, U.S. passports have generally been blue. The exception
was 1993-1994 when a special green passport was issued to commemorate
the 200th anniversary of the U.S. Consular Service. These passports
contained a tribute to Benjamin Franklin.

Sources:

From "International INS & Outs" (1994):

"NEW U.S. PASSPORTS ARE BEING ISSUED!
In 1976, as part of the United States bicentennial celebration, the
State Department began issuing blue U.S. passports. Prior to 1976,
U.S. passports were green.
Now, the State Department is again issuing green passports - this time
with cloth covers. These new passports were designed with security as
a top priority. They utilize an optical device called a kinegram
(which is similar to the hologram on credit cards), as well as special
inks and graphics. These new features will make U.S. passports
difficult to alter or forge.
The passports also contain new decorative features, including a
tribute to Benjamin Franklin and the seals of each of the 50 states."

From US DEPARTMENT OF STATE DISPATCH (1994):
"New Passport Being Issued
Statement released by the Office of the Spokesman,
Washington, DC, March 7, 1994.
 ...
The previous U.S. passport featured a green cover and
included a special one-page tribute to Ben Franklin in
commemoration of the 200th anniversary of the U.S.
Consular Service. The cover of the new passport will
revert to the traditional blue color but will retain the
woven cloth material used in the green cover."

Note that the last message mentions a 1976 book called "The United
States Passport: Past, Present, Future." If you desire a detailed
history of the U.S. passport, this 242-page book undoubtedly would
contain ample information on the subject. Your local library may have
a copy. If not, they can probably get a copy through interlibrary
loan. Here's the bibliographic information from the Library of
Congress:

search strategy:
google groups: green passports, blue
green passports, blue, franklin, 1993
green passports, blue, 1976
google: "green passports", 1994, "200th anniversary"

I hope this helps.
