Hello Eddym1-ga,

Thank you for your question.

According to an article from the ESPN Magazine, the name of tune they
play before a horse race "First Call" also known as "Assembly of the
Buglers."

“Why do they play a bugle before the start of horse races? Phyllis
Rogers, librarian, Keeneland Library, Lexington: It's a signal to
everybody that the horses are going onto the track. Why not just say,
"Hey, everybody, the horses are going onto the track"? It probably
predates the PA system.

(..)

The most common tune in racing is "Assembly of the Buglers," a.k.a.
"First Call." It's a military tune, the first bugle call of the day.
It was used to call the camp buglers.”

Here is the sound clip so that you can verify that it’s the correct
tune.

The tune is also know as Call to the Post

“Call to the Post also known as First Call or Assembly of the Buglers,
was used to call the buglers for Reveille and was the wake up call for
the troops. This call is also played to call riders to the starting
gate at race tracks.”

Sacramento Bee - Saturday August 24, 2002

“The horn he plays is not a bugle, but rather a post horn-just a
straight 4 foot tube with a mouthpiece on one end and a bell on the
other. The tune is actually a military bugle call used by cavalry,
"First Call," but it's the very ditty everyone expects the bugler to
use at the horse races.”

“Using this heat list, the announcer gives the names of each horse and
jockey (student). After the names have been announced, we play "Call
to the Post" as each horse and jockey line up. We use a large flag to
start each race.”
