Where can I find the details of the US federal agencies' comments on
Business Reference Model of the federal enterprise architecture?

I know they have been submitted by March, 2003.  I have heard that at
least these four agencies commented:  Social Security Administration,
Internal Revenue Service, Department of Treasury, US Patent and
Trademark Office.

URL to the actual document and/or summary would be good, but if not
online, please point me to an office or library where they are
publicly available.

The comments were submitted to the Office of Management and Budget:

www.omb.gov

but do not appear to be available on-line.  However, the OMB site does
say that:

(a) the new BRM has been released and is available at:

http://www.feapmo.gov/feaBrm2_development.asp

and that (b) comments originally went here:

"The FEA-PMO will be collecting comments on the draft SRM and TRM
through Friday, March 7, 2003. Comments may be submitted in writing to
Support@feapmo.gov. Alternatively, if you would prefer to meet and
discuss specific issues regarding the draft SRM and TRM with the
FEA-PMO, please contact Amie Ingber at (202) 395-0372 or
Amie_Ingber@omb.eop.gov to schedule a meeting."

Calling or emailing Ms. Ingber will be your best source of information
-- if the documents are publicly available, OMB will provide all the
details about how to access them.

I forgot to mention my search strategy.  The article you referenced
mentioned that the memo was issues by OMB, so I searched the OMB
website for relevant terms such as BRM and FEA, and found the
information referenced.
