The answer is: 3.Spain and England.

As you can see on this map, the regions known as Spain and England
today were parts of the Roman Empire:

The other pairs of countries are impossible: While Egypt belonged to
the Roman Empire, India was out of reach for the Romans. Parts of
today's western, south-western and southern Germany were Roman
provinces, but China was hardly more than a rumor to the Ancient
Romans. And the Scandinavian region, to which Norway and Denmark
belong, have never been reached by the Roman legions.
