The original question comments on the fact that there aren't any free
PCI card layouts available, oddly enough.
Oops, when I finally saw the price for Protel, I was a bit stunned. I
don't suppose you're looking for an $8,000 answer? I suggest you jump
on that PCI SIG group and try e-mailing the guy who posted the
original question.
You might try the zipped DXF schematic at

It's for a PCI development kit, and maybe you can salvage something
from it.
