I wish to register a sole proprietorship in New York City.  My
questions are as follows:

1) Is there a website for the main department that would give out and
process the form for it?

2) Where is this department located?

3) Is it better to register it (tax wise) in New York City or Buffalo,
NY?  If Buffalo, where is this department located and what is their
website?
