Can someone find me the text of this document, or a scholarly summary
at the least. All I can find are brief resumees and they are
contradictory as to whether it intends the federalisation of Austria
(one of the two kingdoms in the Dual Monarchy) or of the entire
empire. Given the nature of Hungarian politics at the time I had
assumed the former (which is also what MacMillan's encyclopedia says)
but the standard WW1 sites say different. Also, I need to know which
and how many areas of (I am assuming) Austria were to be given their
own representatin within the federal authority - I have read Bohemia
(I assume the modern Czech Republic) and Bosnia. Was that all ? What
about Galicia or Krakow ?

Helmut Rumpler wrote the following book (published in 1966):

In my previous comment "Völkermanifest" may be unreadable.
"Voelkermanifest" is spelt with o-Umlaut.

To find the publication by Rumpler:
1. Go to http://blpc.bl.uk/
2. Click on "Search".
3. Click on "All Material", enter "Rumpler" (Author/Editor) and
"Oktober 1918" (Title). Finally "Submit Search".

Thank you for these posts - if this is in German I am going to be
rather stumped, and I guess I was surprised that I couldnt find a text
or review of it on the net. Many many other WW1 era treaties and
treatises are online, but this one seems to be a peculiar ommission.
At least in English.
