Here are the answers to your questions. 

a. We know that an acid-base reaction will form water and a salt. We
know that KOH dissociates as K(1+) and OH(1-). Also, H2SO4 dissociates
as 2 H(1+) and SO4(2-). So OH(1-) and H(1+) form H20 water (leaving us
with a free H). Thus we need another molecule of KOH in order to
balance the equation. The 2 K(+1) and SO4(-2) will form K2SO4. The
balanced equation is then:

2 KOH + H2SO4 ---> 2 H20 + K2SO4

b. It's now easy to write the net ionic equation

2 K(1+) + 2 OH(1-) + 2 H(1+) + SO4(2-) ----> 2 H20 + 2K(1+) + SO4(2-)

c. Cancelling the 2 K(1+) and SO4(2-) from both sides of the ionic
equations leaves us with the net ionic equation

2 OH(1-) + 2 H(1+) -----> 2 H20
