I guess it isn't immediately obvious, considering all the "find
someone online" websites there are these days, but there would be a
lot of extremely angry folk if their unlisted numbers were findable
just by visiting a website.
Which is why there is no cheap or easy way to obtain unlisted phone
numbers.

I haven't used any of the first four, however I have personally had
good experiences dealing with Abika.
Intelius have the cheapest way to see if they have the number (free)
and acquiring it ($8). They are also less likely to have the info you
are after.

High fees for finding unlisted numbers reflect the costs of either
purchasing customer databases or hiring a private investigator.
Private investigators can access databases that are unavailable to the
general public.
LocateMe Plus is available to the public, and often has unlisted
numbers in the results, although I consider them to be a bonus, rather
than an expectation. It costs $199 per year to subscribe:
