Being able to read certain languages - like Hebrew - on your computer
depends on having (or not) Microsoft Language Tools.
There are four types of Hebrew encoding:
Windows
ISO-Logical
ISO-Visual
DOS
It seems to me that you'll have to install Hebrew (option I) in your
computer, using your Language Pack. However, it could be that you
could read other people's post by changing the coding of the script
(see option II).
Using Internet Explorer or your Outlook, you could find the types of
encoding by going to View ---> encoding ---> [choosing the type, in
Outlook it is supposed to be the fourth after double clicking the post
itself].
Option I
========
If you don't have all four types of Hebrew installed, you may have to
install them from MS Language Pack. If you're in a place where you
have an administrator on your computer, you'll have to ask them. If
you have the admin privileges:
1. Start ---> [Settings] ---> Control Panel ---> Regional Options
2. Go to "Language Settings" and add Hebrew. You'll need the
installation disc at this point.
This will also enable you to write in Hebrew, if you'll set the
keyboard accordingly.

Option II
=========
In order to view Hebrew mail in Outlook 2000 or 5, try the following
instructions:
Outlook 2000 http://www.muhammadanism.org/Unicode/OutlookExpress.htm
Outlook Express 5 http://www.muhammadanism.org/Unicode/OutlookExpress.htm
If all of these do not work, and Hebrew encoding is already installed,
you may try changing your mailer to Eudora or to a web-based mailer
(like Yahoo or Hotmail), to which you could draw your POP-3 mail.
