After the US Embassy in Nairobi, Kenya was bombed in August 1998, how
long were the US embassy functions unavailable? It does not matter if
these functions were provided from a temporary embassy location.

The following are excerpts from reports issued in the travel news
review found on the Lonely Planet website.

“31 August '98 
All non-emergency consular services, mainly immigration and visa
services, at the United Stated Embassy in Nairobi have been suspended.
The suspension of services is a result of increased security measure
by the United States following the bombing of the US embassies in
Kenya and Tanzania on August 7…”
“9 October '98
Following the bombing of the US Embassy in Nairobi in August, the
Department of State will shortly open a new visa service centre in the
city. The centre in Westlands is expected to be operating by the end
of the year and will provide visa and passport services. A new US
Embassy is expected to be built in Nairobi but as yet a site has not
been announced. At the moment the Embassy is located at the USAID
Building in Parklands, but only emergency consular services are
available until the new visa centre opens…”
“20 October '98
The United States Embassy in Kenya has recommenced limited consular
services in Nairobi. The embassy is processing student and exchange
programme visa applications until further notice at a new visa centre
in the Nairobi suburb of Westlands. The embassy has also resumed
passport, citizenship and other embassy services for US citizens
living and travelling in Kenya.”

dated September 7-13, 1998:

The Acting Consul-General at the US embassy in Nairobi, Ms June
O'Connell, told The EastAfrican that senior embassy officials were
"seeking a new site for the mission"…”
“She said the embassy planned to relocate the visa section and other
consular services within three months, relocate the embassy to an
interim facility within six months, and then establish a final site
for all the embassy departments…”
“New staff will have to be seconded from the State Department,
computer data back-ups retrieved, and furniture and other fittings
replaced…”

Friday, November 13, 1998

“The United States Embassy in Nairobi wishes to announce the
resumption of limited visa services on appointment basis only for
prospective students and exchange program visitors on November 12,
1998.
In order to provide consular services at a secure location, the U.S.
Embassy has established a temporary consular facility at Peponi and
Spring Valley Roads.”

“…VISTOR VISAS: Because of our limited ability to process visas in the
initial stages of the reopening of the consular section, we are not
able at this point to accept other visa applications.”

“INFORMATION FOR THE RESUMPTION OF AMERICAN PASSPORT AND CITIZENSHIP
SERVICES:
The United States Embassy wishes to announce the resumption for
passport, citizenship, and related services for U.S citizens at its
temporary consular facility located at Peponi and Spring Valley
Roads…”
