Hello, tripower!

Are you still interested in obtaining an answer to your question? If
so, it would be very helpful if you could clarify what you mean by the
"organizational consultant model."

With a better understanding of exactly what you mean, a researcher
can work on an answer more efficiently.

Thanks,

umiat

As I understand it organizational consulting is a higher level
activity of human resource involving little of the usual activities
such as benefits, compensation, etc. Persons within a human resource
operation perform duties not unlike those of outside consultants, an
example being Accenture. If this model has a different name I am not
aware of such.

Hello, tripower-ga!

Many organizations are currently faced with the decision to downsize
or outsource their entire Human Resource Department as a means of
cutting costs and and gaining access to experts who can provide
solutions to particular problems.

One innovative alternative is to restructure the Human Resource
Department from the inside by creating a "service-oriented, consulting
operation" which can "partner with internal clients and develop a
reputation for contributions that add value" to the company.
(From the Rutgers University "Internal Consulting Skills for Human
Resource Professionals Certificate Program".
http://www.cmd.rutgers.edu/PDF/ics.pdf)

Though many companies resort to partnering with outside Consultant
Services, I have referenced some organizations which have chosen to
reform their Human Resource Departments and provide consulting
services from within.

================================================================================
EXAMPLES OF "INTERNAL" HUMAN RESOURCE ORGANIZATIONAL CONSULTING AND
THE SERVICES PROVIDED
================================================================================

State of Iowa
=============

The State of Iowa Department of Human Services is a good example of a
large organization that has revamped their Human Resource Department
internally rather than resorting to outsourcing.

The following excerpt is from the Division of Organizational
Development. Dept. Of Human Services. State of Iowa.
http://www.dhs.state.ia.us/ODS.asp

"Our services are designed to be internal rather than external. That
means our work is within the agency rather than being offered to the
public. We educate, train and support improvements in the way staff
and volunteers deliver services to Iowans."

Key program areas include:

Human resource management
Diversity management
Training design and delivery
Emergency preparedness
Library services
Consultation and facilitation
Project management
Volunteer program coordination and
Employee recognition programs

Michigan State University
=========================

The "Michigan State University Human Resources Organizational
Effectiveness Consulting Group" provides an excellent overview of the
types of services organizational consulting can provide within an
organization.....in this case, a University.

The following excerpts are taken from the MSU Human Resources page at
http://www.hr.msu.edu/hrsite/OrgEffect/

"Organizational Effectiveness refers to strategies and initiatives
that align, promote and encourage the improvement of a department so
it can meet its mission, fully realize its potential and maximize its
ability to make positive and lasting contributions to its
constituencies and MSU. The consulting process places equal focus on
the development of the individual employee.MSU Human Resources
provides comprehensive organizational effectiveness (OE) consulting
services to Michigan State University departments."

Some issues helped by Organizational consulting at MSU:

Change Management
Performance Management
Leadership Development
Climate/Culture/Interpersonal Relationships
Organizational Structure/Work Processes/Job Design
Strategic Planning/Visioning

University of Arizona
=====================
http://www.hr.arizona.edu/08_o/consult/reorgassist.php

The Human Resources Department offers management and organizational
consulting services:

Strategic planning
Organizational culture
Organizational communication
Creating a productive workplace
Team building
Effective communication
Management coaching
Conflict management

University of Notre Dame Human Resources Department:
====================================================
http://www.nd.edu/~hr/orgconsultation/index.shtml

Organizational Consultation:

"The Organizational Effectiveness Group helps manager's, work groups,
individuals and departments identify the causes of organizational
problems and works to develop solutions based on the group's input and
needs. The consultant will engage in a dialogue, an interactive
process, in which confrontation, clarification and interpretations
play major roles. The consultant can also be used as a catalyst for
helping a department or group foster new perceptions, to reframe or
redefine a problem, or plan for the future. The most basic consulting
is a brief, informal conversation. The more sophisticated consultation
involves a complete intervention and can take several months for
completion."

Services offered by the Human Resources Consulting Department include
the following:

Work Place Issue Resolution
"Guidance with various work life issues are available to the
University community to help foster a healthy and productive work
environment."

Mediation Services:
"The Organizational Effectiveness group offers mediation as a service
to University staff and faculty to peacefully and constructively
address differences arising in the workplace."

Performance Management:
"Help your employees recognize how they can improve. A key to
performance management is in understanding the ongoing communication
and planning that needs to occur between employee and supervisor."

Employee Groups:
"There are two formal groups on campus that meet periodically to
provide input and suggestions to the University administration on
decisions that effect both staff and administrators."

=====================================================================
BENFITS (PROS) OF HUMAN RESOURCE ORGANIZATIONAL CONSULTING "IN-HOUSE"
=====================================================================

From Michigan State University Human Resources:
http://www.hr.msu.edu/hrsite/OrgEffect/

Client Benefits:

"Organizational Effectiveness (OE) assessments provide departments
with a clear and objective view of the current state of leadership,
structure, processes, people and climate issues, often uncovering
situations that inhibit complete success."

"OE assessments reveal the perceptions of "what is." This
understanding, along with partnered discussion about future needs and
opportunities, creates a sound base for meaningful strategic planning,
visioning and/or mission definition."

"OE activities reaffirm that our most important resource is people. A
talented and dedicated workforce is essential to reaching full
potential. By developing employees’ skills and knowledge, departments
realize gains in productivity and efficiency. Improved employee
competencies, coupled with a collaborative environment and strong
leadership, produce desired goals."

"Complementing the importance of people is a necessity for efficient
organizational structures and processes and well-designed jobs. OE
assessments identify areas for improvement, while insuring
connectivity to customer needs, department objectives and the
University mission."

According to the article "To Outsource or Not? That is the Question!"
by Robin Throckmorton, M.A., SPHR.
http://www.e-hresources.com/Articles/Jan2003.htm , some other
advantages to developing an organizational consulting division within
the company are:

*Communication stays inside the company rather than being relayed to a
seperate entity. Confidential information is protected.

*Awareness of company needs within each division is heightened.

*Employees are encouraged and motivated to learn how to take on the
challenge of recognizing and handling problems within the company by
utilizing "in-house methods rather than feeling tread upon by an
outside entity called in to remedy the situation.

According to "Outsourcing Human Resources Functions" by Dick
Cipoletti. HR2U (April
2000)http://www.hr2u.com/article11.cfm?bluenav=3&yellownav=3, some
other reasons that should be considered as positives for retaining
organizational consulting services within the company are:

*Maintenance of internal control,

*Savings on potentially inital direct costs, and

*Maintenance of employee loyalty (especially when HR employees feel
they could have done the job effectively if given a little time to
learn)

===========================================================================
DISADVANTAGES (CONS) OF HUMAN RESOURCE ORGANIZATIONAL CONSULTING
"IN-HOUSE"
===========================================================================

According to "Outsourcing Human Resources: The Right Time, The Right
HR Systems and The Right People". Originally Published in CanBiotech
BioMed Outsourcing Newsletter: Volume 1, Issue 1, September 2002. HR
Integrators.
http://www.canbiotech.com/showHTMP.asp?hpId=448 ,

The two most prohibitive factors working against "in-house"
organizational consulting are:

*Cost

and

*The lack of expert personnel to provide consulting services

"Effective human resource management in this challenging environment
requires professionals with competencies in a variety of specialized
areas and functions who will work together in partnership with line
management to develop, implement and monitor human resources strategy,
policies and programs."

"Unfortunately many small to mid-size companies cannot afford to hire
specialized human resources personnel. As well, the managers of many
large companies, while realizing that human resources is an important
function that needs professional expertise, are reluctant to commit
the necessary resources to it because human resources is not their
core business. As web-based technology transforms the way in which
payroll, benefits and other human resources services are delivered,
and helps to streamline administrative processes, outsourcing is
becoming a viable option for these companies. Research in human
resources outsourcing has demonstrated that it can be a cost-effective
approach for most organizations."

"What are the benefits of outsourcing the human resources function?
There seem to be three primary ones, and they may occur together, or
independently. In no particular order, they are cost savings,
improved services to employees, and reduced opportunity costs."

I hope the above information is helpful. I was unable to find a
specific reference to an "organizational consultant model of human
resources work." I looked through the Accenture website and several
other consultant sites to see if there was any reference to that term.
If you still need futher information related to organizational
consulting, perhaps you can re-phrase your request in a clarification.
I will be happy to look further.

Sincerely,

umiat
